Russia Strikes Kyiv With Ballistic Missiles; Zelensky Accuses Allies

Western partners once again failed to warn Ukraine that Russian forces would strike Kyiv with ballistic missiles on the evening of October 13, Ukrainian President Volodymyr Zelensky said.

According to Zelensky, the main target of the attack was the city's energy infrastructure, particularly Thermal Power Plant No. 4, one of Kyiv's key energy facilities. A residential building was also damaged in the strike, and a fire broke out there.

Zelensky said Ukrainian systems detected the missiles only when they were already approaching Kyiv. He described this as concerning, since Ukraine had received no advance warning of the attack.

According to the Ukrainian president, intelligence indicates that Russia is preparing further missile strikes against the country. Zelensky also expressed frustration that Russia continues to target energy facilities despite Ukraine's stated position that attacks on energy infrastructure should stop.

He said the situation was unfair because Ukraine was not only facing the destruction of its energy infrastructure but was also receiving no warnings about ballistic missile launches. According to Zelensky, these developments are also inconsistent with the approach outlined by the US president.

The targeting of Kyiv's energy infrastructure illustrates how directly military strikes affect the city's daily life. Damage to a power plant is not merely a problem for a single facility: disruptions to energy supplies can also affect residents' everyday lives. However, the article provides no information about the extent of the damage or the specific impact of the strike on energy supplies.

The issue of warnings about missile strikes is a separate concern. Zelensky expressed frustration that Western partners had failed to warn Ukraine in time and that the missiles were detected only as they approached Kyiv. His statement highlights the importance of early-warning systems, but it does not explain why no warning was issued or what circumstances prevented one from being relayed. Answers to these questions are important not only for assessing the circumstances of this particular strike but also for determining how well Ukraine can prepare for further attacks.
