Arman Tatoyan, leader of the "Wings of Unity" party, described Ruben Melikyan as a true scholar, educator, and patriot, one of the best specialists in criminal procedure.

According to Tatoyan, Melikyan is one of the founders of the appellate and cassation proceedings in Armenian criminal procedure, as well as the current jurisprudence and system of precedent decisions of the Court of Cassation. He is also one of the two founders of the course "Legal Writing and Analysis," taught for many years at the Faculty of Law of Yerevan State University (YSU), and the author of numerous scientific articles and monographs.

During his tenure as Artsakh's Human Rights Defender, Melikyan was the first and only person to enter the European Parliament with an Artsakh passport and hold a press conference there regarding Azerbaijani crimes. Following the Four-Day War in 2016, he presented a special report in Talish, on the basis of which the European Court of Human Rights, in its ruling of June 8, confirmed the decapitation and murder of Hayk Toroyan by Azerbaijani servicemen.

In recent years, Melikyan has been one of Armenia's top lawyers. He is one of those rare lecturers who, in addition to imparting high-quality legal knowledge, also provides students with philosophical insights into the law and teaches them how to interpret it. He also teaches in English.

Arman Tatoyan emphasized that it would be an honor for any university to have Mr. Melikyan as a lecturer, adding that he has witnessed all of this personally.
