Starting December 1, 2026, a new procedure will come into force in Armenia allowing subscribers to demand from telecom operators not only call and SMS records, but also detailed itemized statements of internet data usage, international roaming, and third-party services. This applies to all billed services that incurred charges for the subscriber within up to one year preceding the inquiry.
The regulations were approved by a decision of the Public Services Regulatory Commission. It repeals the framework in effect since 2017, under which information was provided exclusively upon written request, with no mandatory requirement for free-of-charge provision.
Under the new regulation, data can be provided in both paper and electronic formats, depending on the citizen's preference. Moreover, receiving information via email, the operator's official website, or mobile application will be entirely free of charge. For services that did not incur any charges, the provision of data remains at the operator's discretion.
A transitional period has also been established: between December 1, 2026, and November 1, 2027, data on internet sessions and third-party services will only be available for the period following December 1, 2026. Operators are required to publish on their websites in advance the full terms of provision, potential fees, and grounds for refusal.
The 2017 procedure that was in place for years had long ceased to correspond to modern digital reality, as the bulk of consumer expenses today stems not from traditional calls or text messages, but from data overage and unnoticed third-party subscriptions. Mandatory free electronic access via apps puts an end to the bureaucracy of visiting offices with written applications.
Also crucial here is the transitional provision stipulating that past internet sessions cannot be requested retroactively. Consequently, subscribers should keep in mind that the new transparent system becomes an effective tool solely for verifying bills generated from December 1 onward.
