Unclaimed pension savings of the deceased transferred to state budget

If three years have passed since the death of your relative and you were unaware of their funded pension account, those funds have likely already been transferred to the state budget. You can search for the case under your relative's name in the "Datalex" system and, after learning about it, appeal to the Court of Appeal within a three-month period.

On October 25, 2019, 22-year-old rescuer Samvel Develyan died while carrying out firefighting operations in the mountains near Vanadzor, and only afterwards did his parents learn about his funded account. The family believed they could apply to inherit the money at any time and was unaware of the strict deadlines established by law, after which the Ministry of Finance petitions the court to transfer the funds to the state budget.

The family of 19-year-old Lyovnik Herkoyan, who died in a motorcycle accident, found themselves in a similar situation, also having been unaware in time of the fact that he was a registered employee and of the existing funded account. After the three-year period expired, the Central Depository informed the ministry, which secured the transfer of the funds to the state budget through the court.

This problem in the funded pension system reveals a serious gap in citizens' awareness and the information divide between state bodies and heirs. When legally established deadlines expire in silence, people lose the funds earned by their relatives without even realizing the legal consequences of the process. This situation suggests that notification mechanisms need to be revised so that families are not deprived of the opportunity to manage their lawful inheritance.
